    Would-Be Scofflaws Heisting Hybrid Carpool-Lane Decals

    California's experiment to offer free use of HOV-lanes to hybrid owners resulted in 85,000 stickers handed out, good until 2011, when hopefully the smug will have to get back in line with the rest of us schmoes. However, the end of the handouts has led to some enterprising thieves attempting to snare a set of the stickers for themselves. But with great forethought, the Great Golden State has designed the stickers to come apart and read "VOID" if peeled from the vehicle they were originally applied to. So who wins?
