The lads at Treehugger bring us the G-Wiz, a zero-emissions electric car that can be had for 7,000 quid — that's $13,150, innit. On a six-hour charge, the G-Wiz will take you 40 miles, which confines it to urban usage, but its green status will exempt Londoners from congestion charge and parking fees.
