In this situation you can politely ask them to move, as you were waiting for the spot, or you could just move on with your life. It isn't that important. Additionally, some people park over the line because the person next to them parked over the line. You don't always know what happened and why, even if it seems like the person was simply a sloppy parker. If you can assume the worst of people, you can take a moment to assume the best as well.
