Davao City Vice Mayor Rodrigo Duterte announced on Wednesday that he will give five million pesos ($121,359 US) to anyone who brings him the alleged leader of a car theft gang's head "on ice."

This isn't the first time Vice Mayor Duterte's (profiled in Time Magazine as "The Punisher") has gotten criminals killed. The Associated Press reports that Duterte has been linked to a "death squad" responsible for the killings of over 200 suspected criminals from 2004 to 2009.
