The DS is a Citroën and very, very much a Citroën. This may be the winner!

The SM! One of my favorite cars of all time. But is it the most Citroën?

The CX. Not bad, but probably not the most Citroën.

Cactus? It’s possibly the most Citroën of all the modern Citroëns. Maybe.

Which Citroën is the most Citroën? Is there a Citroën that isn’t mentioned here but is the most Citroën?

Interesting question. I own a 2CV, 2 DS’ and an SM. My answer might be surprising, but The most Citroën of them all is the car that started it all: the Traction Avant. Not only because it’s the last car André Citroën had a hand it, but also because it set the precident that the DS and SM followed: bankrupt the company designing a car 20 years more advanced than anything else, produce it for 20 years, repeat. Sadly Peugeot killed the SM in year 5 of production...cx and xm don’t hold a candle to a DS or SM.
