During the first quarter this year, production was down nearly 3% of total capacity over last year, leaving even more workers taking home 95% of their pay for sitting idle. With the UAW refusing to reopen contract talks until the current package expires in '07, this looks like a game of chicken, and GM needs a smart strategy to pull it off. The question is, do they have one?
