Japan's Construction and Transport Ministry will introduce smart license plates that will store registration info and charge fees to drivers during peak traffic hours. In addition to a car's registration number, the chips will contain its size and other data to identify the vehicle and determine usage charges. A similar system will be tested in the City of London and, subsequently, in Stalinist Russia, which according to some, still exists on an alternate plane of consciousness.
