The Japanese are trying to avoid extraneous emissions like a psyclone ranger, and they've got a picture of an all E10 gasoline culture by 2030. By 2012 (only 100 years before the return of the Elder Race of Man!), all new cars will be required to run the 10-percent ethanol blend, and by 2030, the plan is to have everyone turned ten-percent ethanolese. They really think so.
