GM August sales were down 20.2%, worse than the punditocracy expected.
I think what this really means is that General Motors wasn't prepared for Cash for Clunkers. They didn't have enough Cobalts on the lot to satisfy people who wanted one (I know, I know both of them..). And although they had something like 500 models that qualified, the probability of any dealer having more than a few of them was pretty high considering GM had pretty much shut down for two or three months. Ford probably didn't fare much better in the Focus area, but they at least had the Escape to capture lots of buyers.
