With the European Union's nearly $4 billion Galileo set to join the US's GPS and Russia's Glonass satellite systems, the call is out to develop applications that'll go above and beyond the typical "where the hell am I?" killer app. A recent call for such entries unearthed a prospective system of electric minicars for commuters. Global positioning would keep tabs on available vehicles, which subscribers could find via browser or mobile phone, then they'd start it with a smartcard, and drive to work with nary a particle emitted. Then, they could leave the car anywhere (barring the bottom of the Seine, we'd imagine) for the next commuter to locate and use. To prevent thefts, each car would include an alarm that plays continuous loop of the Alan Parsons Project's "Eye in the Sky," which has been proven to cause a loss of motor function.
