As user magus-21 pointed out, a car developed by a vacuum company has to suck, which means a lot of downforce:
The car pictured is a Chaparral 2J, which had a seal around the bottom of the car that worked in conjunction with the fans you can see above and the suspension to create a partial vacuum, keeping the grounded for greater manufactured downforce.
