Driving a single bumper car on a public road is the act of a minor hoon. Doing so in Chinese traffic elevates you to full hoon status. Driving two bumper cars at the same time on Chinese roads makes you Hoon of the Day.
It all happened in Taizhou, Zhejiang province when Mr. Zhang decided it was cheaper to drive the two bumper cars to his local park rather than just truck them there. He'd have gotten away with it, too, were it not for that pesky surveillance state. An officer saw the video on the CCTV and called up a squad car to intercept him.
Zhang was given a warning because, though it is illegal to drive a bumper car on the roads in China, there's no punishment stipulated in law. Thank God Mr. Zhang wasn't also creating art, because there are clear punishments for that.
