The Golden State is mulling over a new plan to get gross-emitting vehicles off of state roads. By creating incentives for donating used, low-emission vehicles to the state, they would be exchanged for cars that can no longer pass California's stringent emissions-control laws. While we think this is an interesting idea, we're still pissed that they repealed the 30-year rolling smog exemption before 1997, which means that our beloved '77 Firebirds will never be legal for serious, affordable high-po duty.
