Black Boxes Should Track Habits of Speed Violators, UK Group Says

Serial speeders in the UK should have tracking devices fitted to their vehicles to keep them from tearing about hither and yon with nary a care, a report by UK-based motoring services firm RAC suggests. Such "black boxes" fitted with satellite tracking systems, the company says, could be a more practical alternative to suspending the licenses of motorists who've received four or more speeding violations.
