It’s the rear mudguard / tag mount. If you look closely at the white bike, you’ll see a plastic pieced that hangs down. On the black bike, there is some aftermarket metalwork that hangs down. It was a common modification at the time, and it is common even to this day. Read more

Thank you! I used PB blaster and it worked for the most part. Heat, like oxy-acetylene-level heat, is the best method as long as you don’t torch something rubber or otherwise flammable.
