No, this is not a screen cap from Michael Bay’s next Transformers movie, these are real Security Forces Squadron members of the 106th Rescue Wing conducting dynamic night fire training in upstate New York.
During this type of training, Security Forces dawn night vision goggles, use visible and infrared laser pointers and other night specific gear, and become familiar with firing their weapons and operating in small teams under the cover of darkness.
And yes, it looks ridiculously cool on camera when paired with a slow shutter speed.
