What does it mean? This van appears to be a work vehicle for Denver's Greentree Cyclery, and we certainly hope that it sees daily use as a Schwinn Stingray parts runner.

I've long since trying to claim that I can identify the exact model year of a T1 Transporter, what with all the parts-swappage that happens with these trucks; the engine air vents indicate a pre-'68 model and the turn signal lenses appear to be of mid-60s vintage, so I'm going with 1966. As always, those who can spot more specific model-year indicators— and you believe you're looking at original parts— are invited to chime in.
