I travel to Korea a lot and they have stuff like this over there. There is not nearly enough land devoted to parking for a people so captivated with hunormous luxury cars so there is some very creative parking. If you block someone in (happens quite often), the Korean thing to do is to leave your cell number in your window so the blockee can harass you into moving your car. Paper works just as well and does not require batteries.
