It would be nice to be able to have legal, impromptu midnight racing in the USA. While street racing is illegal in New York, irronically, you can always rely on the cops for a race. They rarely back down but they don't offer much in the way of competition to a serious driver in reasonable car.

Anyways it's a good idea, because if it's FREE, and it's open pretty much anytime of night, well, it will be successful. Obviously the cops will also be keeping a close eye on it as well.
I mean, we once blocked off a quiet country road in the middle of nowhere and played with our cars once. Middle of the day, and it's all farmland no access roads. Safe. And the old man down on the farm on the next street saw us and just waved and smiled. If you see someone at a light and they want to challenge you, you can then say "Let's drive for 5 minutes over here where it's legal"
