Not sure how accurate the information in this article is.  But I do know that there are 6 police cars in the Lower Mainland equipped with cameras that can scan as many as 6000 plates per officer shift.  They are accurate and there is no need for plates to have special tags or transmitters.  This has passed the Privacy Council in Canada as well.
