I don't recall anything about the IS-F being pulled. In fact, they just put up a new billboard for it on the freeway I take to work. It wouldn't make sense for them to axe the model right away, though, now that they have already spent all the money for development and turned out a finished product. They would at least let it sell until it recouped those costs.
"VIP" is a style that focuses only on the external. Some VIP-style cars have some level of basic performance upgrades such as a new intake or a custom exhaust, but that does not equate to "tuning".
