First one, might be a long shot for some but the 2001-2004 Ford Lightning in black looks pretty menacing. Especially with the blacked out grilles, the side exit exhaust and those monster 18x9.5" wheels give it quite a stance. Add to that the crystal clear lenses and the gigantic reflector bucks with the slashed top and the front end looks positively pissed off! The screaming blower whine coupled with the roar of the exhaust would just serve to enhance the whole aura. Since there is virtually no chrome except for badging on them it's an intimidating site.
This one is blue but it's the truck I'm talking about.

Second one would be a mid-eighties Plymouth Gran Fury. Sure it was a big pile of poo and ugly as sin but it's ugliness and plainness gave it a certain level of angry. In any of the drab colors it came in, it was an eye sore. But the fact that it also saw cop car duty as both a marked and unmarked patrol car added something. Since it was such an ugly ducking nobody but cops and cab drivers drove them. So if you saw an unmarked, just the sheer fact that there was a better than 50% chance it was a cop gave it a menacing appearance. Add to the fact that it could be had with a 5.9L V8 and it was also a sleeper.

Lastly, how could you forget the 94-96 Impala SS? Not only is it one of the most recognizable cop car front ends of all time but that blacked out front end and lowered stance gave it much more of a Darth Vader look than the GN could ever muster. The fact that it was an honest to God full-sized American car with a big, honkin' engine under the hood gave it panache! Even if it was a non-SS version, it was still pretty mean looking. Especially with the low door sills, a large, low-slung American sedan just has angry all over it. Lincolns were used by the mob but the Chevies were used by their law-enforcement counterparts. Either way, when one of those leviathans of the road is rolling down your street, it's bring trouble!
