I'm guessing that they had no collision coverage on the car at all, and they're attempting to collect through homeowners' or renter's insurance, not auto insurance.
Good luck. There's a reason to buy collision if you don't want to pay for repairs yourself. Or NOT to have collision if the car isn't worth it.
In general, I drop collision as soon as possible if I bought with a loan and it's paid off. Insurance is generally a scam and not worth the money. Stash some cash away to cover maintenance and repairs instead.

Of course, I know that the tickets were really for driving a poor man's car in the wrong neighborhood with no gardening equipment in the rear.

I did have something akin to the tow/impound fee bullshit happen to me, though.
I had two trucks parked in my driveway. I hadn't been there for a few weeks, and some hood rats decided that they could get some money at the local recycling center for the aluminum wheels, and the radiators. And for some reason the steering column from the Ford was gone, too. And windows had been busted out.
This all happened whilst the city was trying to "clean up" the area. So I got notice in the mail that a bench warrant had been issued for my arrest for "failure to maintain" my premises.
I had the trucks towed away, and the junkyard gave me $120 for the pair, and my fines worked out to $120.
So I was only out a half day of work (for the court appearance) and a couple of bucks for parking downtown.

System ground was gone. It was the only way the van would light back up. The van had termites too. It was cool. I got maybe 18 months out of it and sold it for what I had in it - $250.

It was a window van and there wasn't one unmolested window either. Every one of them was either cracked or had a pellet/bullet hole in it. I think it sat in a field as target practice for a while.
It was very nice.
