As you can see, the cars have very short motion blur streaks from a slow shutter speed, right? Then why are the water in the river / ocean are flat without any ripples? A very long shutter speed would be necessary to make the water look flat, like 10 seconds or longer. With a very long shutter speed, the cars would disappear.
So, it's not legit, sorry.

or does your browser automatically blend and smooth images on the fly?
to recreate an opposite effect with a current digital camera - just move right or left while taking a picture, instant blur on everything except a moving subject, no gimp.

1. This is a team sport where the activities and actions of the entire crew is just as responsible for their driver’s success as the driver’s skill (and luck). And strategy plays a big role as well. Unlike, say, bowling, golf…
2. Apart from the smug Shrub Busch, most of the drivers are reserved, seemingly upstanding citizens who work to perfect their trade, give back to the community, and don’t look for any attention beyond their performance on the track. Jimmie Johnson is a good example.
3. Most drivers don’t get paid nearly what your basic football/basketball/baseball, etc, etc. player makes and don’t wear their money when they hit the town. They aren’t involved in gambling, killings, weapons charges or, in most cases, drug charges. And those that are, are dealt with swiftly, not the namby-pamby drag-their-feet of the major leagues.
4. NASCAR has not (yet) cultivated a thug mentality as in some sports.
5. Like any team, you have to have a favorite, otherwise it won’t keep your interest. I adopted the #48 when I was at Lowes, having little knowledge of Hendrick and the history of the organization.
And still, I can’t sit and watch an entire race.
