@mzs: The plans for re-painting that parking space were clearly on display.. in a locked file cabinet in an unlit basement room (and the stairs had gone), behind a sign reading Beware Of The Leopard
Hey, at least they used the Awesome Towing Machine AND they put the car back when they were done. Here in the States, the bureaucratic hassles would likely be less, but the car would have been flatbedded from its spot, tearing off your air dam and scraping flat spots onto your tires in the process. Six of one, half-dozen of another.
When I was in high school, a local supermarket had a "No Parking" that was simply on a pole on a heavy base. I probably liberated that thing 5 times, and it always found its way home.
Then, late one summer night, I placed it in front of this guy's car, which was parked in front of his parents' house, in a subdivision.
Yep. He got a ticket. Legend ensued.
The next time I took that sign, it was while visiting from college, and it went with me. It's probably still in McDavid Hall at Mizzou, painted in fluorescent colors. But that's another story.
I want to give him benefit of the doubt, and assume there was a good reason to install the signs. Like, maybe the street parking blocked the restaurant parking or exits. Or street parking caused accidents because people couldn't see around the parked cars.
Looking at the restaurants website doesn't make me sympathetic. Coupon "coming soon"? Two events buttons, both linking to a blank calendar? He's not firing on all cylinders ...

Almost three months to get her car back sounds about right for a large-ish council sadly.
