I think a lot of this stems from the idea that human stupidity/actions can not trump divine providence.
I heard a story one time from a guy at Ft. Rucker about when they tried to train Egyptian helicopter pilots on emergency procedures. They would cut power or something and the Egyptians would throw up their hands and yell "Allah Akbar" and scare the crap out of the instructors.
There's something to be said for a strong faith but common sense has to come into play too.
In the US we try to enforce seat belt laws. It looks like in the Mid East they just need to start with "Please stay inside the moving vehicle."
I am an arabian from the Middle East, and women can drive everywhere in the middle east EXCEPT in Saudi Arabia. I live in Dubai and we always have jokes about woman drivers (not in a sexist sense , but in a humorous sense ;)

I'm not saying that there's anything wrong with that, despite it being quite dangerous. Because if I had the money (And lots of tires), I probably would do the same thing.

The owner of the car can actually be reimbursed by the Government in some cases. I can't speak for this video but I can speak for my brother who was a Abram's crewman in OIF 1 and 2 with the USMC. If they messed someones stuff up when it didn't need to be messed up, the owner could get a check written if they went through the proper channels.
During OIF 1 you didn't see many cases of that, we where still full tilt boogy fighting, same for the first half of OIF 2 but near it's end you could see it happen.
I guess this is a bit off topic but am I the only one confused as to why they photoshopped Qatar out of map their using to headline the story? I thought something was missing from the Persian Gulf, and I can now easily see they just removed Qatar. How rude!
