Criteria for the test should be along the lines of:
Asshat-edness test - is the person taking the test an utter asshat, any form of asshattery would be an instant fail
Poor driving skills test - is the person actually capable of driving in straight line without crashing
Etc
(Any other critera for adding? Sorry I'm just being lazy)
