Power supply should be irrelevant. Computers run on 12V DC (I think), so unless you're in an old 6V Beetle or 24V Land Rover, you should be okay.
Shut-down/Startup could be handled by a sleep function, as when you close a laptop's lid. The tiny draw by a sleeping computer should mean it wouldn't take much more power than, say, leaving your GPS plugged in the cigarette lighter.
FM Radio: I've seen simple USB FM tuners for the Mac... but I've had my FM disabled in my car for almost two years now, and haven't missed it once.
Touchscreen integration - That's not too tough, there are companies that make them for any OS... but finding one for a 7-9" screen is the tricky part. My Alpine D310 has the touch-screen, but I haven't figured out how to get it to talk to my Mac Mini yet. Once I get that, it's a simple matter of hookng it up, and telling the Alpine to treat it like the GPS unit.

What about the fact that most cars now have their HVAC, Satnav, Engine management, safety, parking sensors, maintenance, tire pressure monitoring, trip tracking, heated seats and error messaging all running through their in-dash display? Are we going to have to surrender ALL that for the ability to look for porn from our dashboards?
