Brake Horsepower: Made at the flywheel. Mostly used by companies to make their cars seem more powerful. Horsepower claims on early muscle cars used this measurement, with not-so-stock intakes and exhaust.
Wheel Horsepower: Made at the drive wheels - the power that actually reaches the ground. Most commonly-used measurement now, because it shows how efficient the drivetrain is, and you can test it with the engine still in the car.

In '72, in the US, they switched from SAE Gross to SAE Net.
Gross was sort of a free-for-all on a blueprinted engine with no accessories and non-stock exhaust. Net is still at the flywheel, but with a full load of accessories, and stock exhaust/emissions controls.
Typically, you can figure 15% loss from the crank to the wheels...but it's hard to verify because mfg'rs never publish wheel HP and almost no one takes a car apart to measure crank HP.

So much so, that I am trying to figure out if I could swap the A3 head on my EP3 for the Z3, but if the Z3 won't fit I'll be looking into an A1 for sure...

So, why can't we have small, light, relatively safe modern cars that are a hoot to drive, yet efficient? Anyone?
Oh, right-- focus groups and marketing departments that tell us we don't want them so often, that most people believe it.
