My guess, in all seriousness, is after hitting the deer the owner wanted nothing with touching it, or getting it out. If they called the Police, like we can do in Wisconsin, they can actually tag and take the deer.
Now in this case, the Cop showed up and wanted nothing to do with getting the Deer out of the grille. So the Cop asked if the owner wanted the car towed.
The owner, looking and seeing that the car still runs decides "to hell with it" and is going to drive somewhere to get the Deer removed. Finding that somewhere is going to take some doing since you are going to need guys like these pictured below to want to rip it out of the grille.

I'm guessing the car's being driven by a nearly blind great grandmother who should've have her license revoked years ago. Not to be an agist and all that, but it's a LeSabre and you simply can't hit a deer and keep driving unless your cognitive abilities are seriously impaired.
