@DonLuc: I got them as hand-me-downs in the 70's after they had been beaten to crap by someone else, I beat them to crap some more, and mine are STILL good enough for any putative kids I may have.
Those solid steel yellow construction ones are possibly the greatest toys ever.
@Landau_Calrissian loves our President Camacho.: Damn right! I've got several ranging from beaten-to-hell-by-three-generations to new-in-box, and all of 'em are usable. The oldest one, marked "TURBO DIESEL" as I recall and with a bed painted grey, is my favorite. Of course.
@ssurfer321: No, actually, that authority was granted to the Treasury department (a part of the executive branch of the government) through an act of congress...which makes it the law.
Last I heard, the NHTSA's authority (also created by congress) didn't extend to private-party transactions like this.
This is truly sad. NHTSA has too much time on their hands, too little to do so they have to invent an issue. Trust me from very personal experience, GM was very careful to comply with the DOT/EPA and NHTSA rules. That's the problem. The NHTSA doesn't trust its own rules. Now they are hiding under their collective desks. When is the NHTSA going to realize that if they screw with GM, Ford or Chrysler too much there will be no US companies left fot them to regulate.

Luckily, I was easy enough on my own Tonkas 20 years ago that my son can now play with them today.

Could they come in and prevent GM from selling an individual engine? What about a Corvette pedal-car?

Similar to eminent domain. Whatever the government wants the government takes.
