Which city is this that's so densely populated that a Mini is just too big but is so large that you just have to have a car (but one without serious highway capability)? Manhattan during a transit strike?

What in the world could be under the hood of that thing. My only guess would have to be some some early Northstar prototype. Itd be cool to own a hackjob bizarre engine swap actually performed by professional GM engineers.
I would have bought it for the original selling price of 6K, mostly for the lulz.
The car sold for $6000 (plus a 10% commission to the auction house) at Barrett Jackson Palm Beach this past spring.
