Rather, he has implored the citizens in his charge to stop purchasing motor vehicles so rashly, noting that 70% of the city's air pollution comes from motor vehicles and that the city's million cars would encircle the city twice. Meanwhile, the city is working on improvements to public transit and has a 23-year plan to build 130 km of expressways and 337 kilometers' worth of roads.
