Also, the lesser bowls (not necessarily the Meineke or GalleryFurniture.com, etc.) give programs that are building/rebuilding something tangible to hold on to as an achievement. It's a pretty powerful jumping point from crappy/mediocre to respected/dominant, so unless you're able to keep all 68 teams (or at least 20+) in a playoff system, you're killing that morale/money booster.
