If it's less than $2500 and it can be plated as is.. go for it.. and run it into the ground.. invest nothing in it to fix it.. gas and go and occansionally check to see if it still has oil.
If it's more than $2500 but less than say $10K.. and it's got a lot of miles on it and it's pretty new it's probably ok.. if it's low miles.. or older than 5 yrs then it's probably not ok and it's someones problem.
No one in this economy ditches a car that works in the 2500~10K bracket unless it was a trade in.. and even then.. it's probably not worth it. Most will be rebuilt accident vehicles or crappy repaints due to minor accidents.. and who wants that..
If it's more than 10K and not a luxury marque.. and it's less than 2 yrs old.. should be ok.. plate and go.. a fixer-uper not worth the hassle..
More than 10K and a luxury marque but less than 20K.. avoid it like the plague. unless you want to buy the plague.. in which case that BMW 850CSi or Jag XJS is a nice looking case of the plague. If you can afford to spend this much on used.. well here's hoping your planning on spending just as much to fix it.

Get rockauto.com on your phone.. price the parts you think you'll need.. then double it.. then add 20% just because.. then add that to the purchase price then add a few cases of beer..
If your married.. and it's not for her figure in the cost of a divorce and a new apartment.. and then you should be close to an accurate figure of what it will cost you..
Lowball the guy with the car showing the phone and the small fixup cost as indicated in the ad.. if he bites.. then your screwed.. welcome to PCH.
