It absolutely will have to go through the FCC. But Apple can apply to have all the information withheld from the public until after the product has been announced. The FCC does provide confidentiality if requested.

As a general rule, you will see the pictures from the FCC after the announcement. Though some people are less careful than Apple and forget to ask for confidentiality.
