nope. they have to be converted to shoot "Hollywood" blanks and function properly or fitted with an adaptor. On Automatic weapons a blank doesn't produce enough pressure to cycle the bolt on an unconverted weapon.
Watch the start of Shooter with mark walberg, when He is shooting at the helicopter with the Barrett .50 cal he has to manually cycle the bolt despite it being a semi-auto. that is due to issues with the blanks.

To convert an automatic or semiauto to shoot blanks they have to constrict the barrel so the propellent gases have a smaller area to escape out of the barrel thus raising the gas pressure to a level sufficient to cycle the weapon.

the EMP would fry any unshielded electronics. a nuclear detonation at 300 miles would fry most electronics in North America. newer cars would not work due to the computers in them. Shielded systems, older cars and old vacuum tube electronics would have a higher survival rate.

the real M-15 GMC was a anti-aircraft variant of the M-3 Halftrack mounting a 37mm AA gun and 2 .50 caliber M2 Browning Machine Guns.
the big object on the horizon looks like a large satellite dish. like a Very Large Array dish. But since it appears to be a single dish, I would say deep space tracking/satellite tracking radar or long range transmitter
