				Apparently, the run up on steel prices has been a boon to the manhole thievery industry, as the heavy plate steel has been disappearing from city streets across the country. According to <em>USAToday</em>, hundreds of the ubiquitous covers are disappearing  regularly across the nation, prompting cities to begin welding them down and states to consider new laws tightening the regulation of the scrap steel industry.
